Vladimir Mirimanov: Avetyan List Must be Enforced

With great pain and suffering we read the Open Letter of Nvard Avetyan during our meeting of the initiative group of our social and political organization “Truth and Initiative.”  We express to Nvard our sincere condolences on the tragic death of her brother, Vahe. We have decided to fully support the conclusions, proposals and requirements listed in her Open Letter. The author of the Open Letter asked for creation of the  Avetyan List, which is created by analogy with ”Magnitsky list”, we decided to join their support group and combine our effort in promoting it.

“Magnitsky Act” is supposed to enforce sanctions against those in Russia who are responsible for violations of human rights and international laws. This list contains the names of 60 officials of the Interior Ministry, the FSB, the Arbitration Court, the General Prosecutor’s Office and the Federal Penitentiary, and a brief description of each of the persons responsible for the detention of the mistreatment and death of Sergei Magnitsky. The people in that “black list” will not be able to receive visas to any of the European countries or the United States.

In April 2010, a member of the U.S. Senate Benjamin Cardin introduced this proposal. In May of the same year, the family of the late S. Magnitsky received official condolences from President Barack Obama. In September 2010, the U.S. Congress voted to approve the initiative of Senator Cardin. ‘Magnitsky Act” approved by the U.S. Senate in its new version has major additions: it is directed against human right violators and human right abusers not only in Russia, but all over the world.

Recently there was another black page written in the history of the Armenian people. Vahe Avetisyan – a very valuable member of the society, a man of a humane profession, who was in the military during the most difficult years for the country was brutally murdered in Armenia. 32-year-old Major of the Medical Service, chief of the military hospital, who was the best representative of the citizens of Armenia, was killed. Killed by whom? By a gang of beasts led by Ruben Hayrapetyan – Member of the National Assembly, Chairman of the Football Federation of Armenia.

Today there are a lot of political gangs in Armenia and at their leaders are the same “deputies” and other “representatives of the government’.” All of them are the strength and support of the current president of Armenia, who inherited from his predecessor legal nihilism and cheating, as an instrument of state policy. Mentally and morally decomposed power in Armenia aims to enrich oligarchs at all costs, greed, speculation, corruption, fraud, theft by any method.

To keep the power in their hands they treat the Armenian people like cattle. The people in power can humiliate, insult, beat, kill to keep people suppressed. Those in power commit daily violations of fundamental human rights and break the laws of the country. The Armenian people have the gift of great patience. However, even the best patience has a limit.

Vahe Avetyan murder caused an uproar. In Armenia, the social movements emerged: ” Vahe Avetisyan, an initiative group, led by Karekin Chugaszyan and Granush Kharatyan, the other group is named: ” We demand to punish all guilty of what happened in Harsnakar “(the restaurant owned by Ruben Hayrapetyan, where the murder occurred) the initiative group is lead by David Sanasaryan. Citizens of many countries took to streets to express their protest in connection with the murder of Vahe Avetyan.

On July 5, and July 13, on August 7, and October 5, 2012 there were meetings held in front of the consular department of the Armenian Embassy in the U.S.  The next meeting will be held on November 10 of this year.

Exhausted by lawlessness, tired of miserable existence Armenian people actively express their protest against the criminal oligarchs in power. The country is not ruled by the constitutional system. Chapter St.1 of the Constitution of Republic of Armenia states that Armenia is a sovereign, democratic, social state of law, but in fact, Armenia is ruled from the Moscow Kremlin. The Armenian government disperses opposition rallies, fires at its own people, deprived them of all the rights, and never guarantees the right to live. At the same time, the ceremonial President Serzh Sarkisian is a criminal oligarch himself and he is unable to be the guarantor of the Constitution.

On behalf of the members of the initiative group of social and political organization Truth and Initiative I call on all people of good will who live under the slogan,”The fate of Armenia is my personal fate and the suffering of compatriots is my personal pain”, to actively participate in Creating Avetyan List, and to sign under the Open Letter of Nvard Avetyan.
